Does anyone know if there is a tool or programme that will convert a photo into a pixel style image similar to the Spectrum and C64.

To be honest, I'm not entirely sure.
I know that Marco Antonio del Campo (MAC) was responsible for transforming the original artwork for both Crystal Kingdom 2017 and Wonderful Dizzy for their loading screens, but I'm not sure how he does it though.
