hello and welcome to the community!

yes, when saving TGA files edited with GIMP, you need to use the 'save as' option (rather than just 'save') the first time, and you will get a small 'save as TGA' box appear with two options:

RLE compression - untick this box

Origin - select 'Top Left'

if you're not using the latest version of GIMP, then the 'Origin' selection box will simply be a tick box called something like 'origin bottom left' - untick this.

This should work fine.

Welcome John.

Good luck with using DizzyAge -
As an incentive, If you can manage a small experimental game in time for the Compo deadline - it's got a very good chance of winning you a prize :)
